Julien Serre is a Faculty at Sciences Po’s Paris School of International Affairs (PSIA) where he teaches “Fragile States in a Globalized World” and co-teaches “the Future of Public-Private Private Partnerships”.
He is also Policy and Strategy Advisor at the European Investment Bank (EIB), where he focuses on the Middle East as well as on climate change and the Bank’s mandates. He previously worked at the United Nations’ Financing for Development Office and Peacebuilding Fund. He wrote several articles on private sector development, aid and security.
He is a graduate of ESSEC and Sciences Politiques Paris, as well as Harvard Kennedy School (International Development and Senior Executive Education). He is married with one child.
